Is the reusable shopping bag a product or packaging?
The PPWR defines 'packaging' as:
“All products made of materials of any nature, used for the containment, protection, handling, delivery and presentation of goods, from raw materials to processed goods, from the producer to the user or consumer.”
For a reusable shopping bag, the primary purpose is not single-use containment and disposal (the definition of ‘waste packaging’), but facilitating multiple use by the consumer.
No PPWR obligations
When a reusable shopping bag is not used as packaging, there are therefore no legal requirements regarding, for example, the presence of recycled content, Design for Recycling and the use of mono-material.
But this does not mean that we do nothing (more) with this. On the contrary: We take quality and safety very seriously. Therefore, we will ensure that all our products meet the highest standards, as our customers demand from us.
